This site used to be an Eagle Grocery Store and then a Kohl’s Food Store prior to its redevelopment. This public/private partnership project overcame several challenges which included environmental abatement, demolition, on-site and off-site storm water management and tax incremental financing. The results of this hard work produced Frost Woods Retail which is now perched at the intersection Frost Woods Road and Monona Drive.
