Cedar Glen Senior Apartments was the first building in a 17-acre urban infill housing development on the west side of Wauwatosa. Dating back to the 1950’s, the City used the parcel as a gravel quarry and deposit area for construction rubble. This operation has since closed and environmental impacts remediated. The historic uses created development and construction challenges that Horizon was able to coordinate with the DNR and other agencies. The result is a beautiful 80-unit senior apartment community that helped to transform this neighborhood. Cedar Glen was fully leased in 4 months and was a very successful example of repurposing an underutilized parcel of land to benefit the municipality and senior community. The project was financed with Section 42 tax credits, Milwaukee County HOME funds, permanent loan, and federal funding available through the American Recovery and Reinvestment Act.
