75-unit senior living complex proposed for village

ELM GROVE — A 75-unit senior apartment complex being proposed by Horizon Development Group Inc. for the village.

The project, known as Elm Grove Heights, would be located at 13040 W. Bluemound Road near the intersection of Elm Grove and Bluemound roads.

Elm Grove Heights would be a four-story apartment building with a mix of one and two-bedroom apartments for seniors who are looking to live independently, said Phillip Schultz, managing partner of Horizon Development Group.

“It’s really going to be a higher-end luxury building for seniors in the community who may want to downsize out of their homes,” Schultz said.

The building would include heated underground parking for residents. Elm Grove Heights would feature amenities such as an exercise room, club room with a kitchen and a pergola overlooking the creek on the site's northern portion.

Schultz said there is a great need for such developments in the greater Milwaukee area as the aging population continues to increase.

“With the aging of the baby boomers, there’s going to be a giant increase in the percentage of seniors across the United States,” Schultz said. “And so, there is a lack in this type of senior housing.”

The current site is a vacant lot that is zoned for B-3 mid-rise office and professional, and multifamily housing is permitted as a condition use, according to the Horizon Plan of Operation. But the company is looking for an amendment to the village’s code that would include their site in the existing Planned Development Overlay District for Emerald Woods Condominium Association, which is an adjacent apartment structure to the north.

The Plan Commission will review Horizon’s conceptual proposal during its meeting at 7 p.m. Tuesday in Village Hall, 13600 Juneau Blvd. If the proposal is approved, the conceptual plan will move to the Architectural Review Committee and Village Board.
