The Pines at Mount View was developed in an area of Wisconsin where the senior housing market was already saturated, so the demand for a high quality product was critical. The developer was a private individual with little experience in residential development, and after an initial construction bid process, the Wisconsin Housing Authority (WHEDA) required that the developer choose a contractor with significant housing experience. Horizon was selected as the general contractor based on our expertise in the project type.
An immediate issue was the schedule structured between the developer and WHEDA. 10% of the construction contract had to be complete by December 31st and Horizon could not start construction until December. Additionally, weather delays and weight limitations on the frontage road impacted a typical construction schedule. Strategic scheduling, staging and focused project management were imperative to meet this deadline.
Ultimately, the project was completed on schedule and within the stipulated sum of the construction contract.
