Senior Development Manager
Scott Kwiecinski joined Horizon in 2003 and serves in a leadership and project management role on Horizon’s development team. Scott works on a variety of affordable and conventionally financed housing projects in Wisconsin and Iowa and has closed nearly 400 units in the past 4 years. Many of these were with non-profit and for-profit partners that wish to advance affordable housing options in the communities they serve. Scott and his team evaluate initial market feasibility, coordinate site acquisition and due diligence, create financial projections, identify gap funding strategies, present development concepts to public groups and municipalities, complete financing applications, manage design and entitlement, execute loan and equity closings, and oversee construction schedule/budget and the transition to property management.
As a shareholder and Senior Development Manager, Scott also has a role in seeking new opportunities, markets, and alignment of the team’s work within Horizon’s core values of honesty, respect, integrity and compassion. Horizon’s 35-year history and integrated service platform of development, construction, and property management allows for a multi-dimensional team approach unique in the marketplace. Scott aims to build on past successes and continue providing these resourceful solutions to current and future clients for years to come.
Scott has worked on projects with housing authorities, nonprofit agencies, investor groups, and has completed a Rental Assistance Demonstration (RAD) project in the state of Wisconsin.
Scott received his Bachelor of Business Administration - Finance from the University of Wisconsin - Madison; Masters of Business Administration - Real Estate and Urban Land Economics from the University of Wisconsin - Madison; he is a Licensed Real Estate Salesperson.
