Westlawn Housing Redevelopment

Horizon was selected for the first phase of the Westlawn neighborhood revitalization through a competitive public bid process. Westlawn is part of a 28 acre redevelopment and was the largest public housing development in Wisconsin. The scope of work included demolition of existing housing stock and construction of two 47 unit buildings. Horizon’s expertise in multifamily construction assisted the Housing Authority with decisions regarding constructability and best practices, which delivered a project that exceeded client expectations, in both value and quality. Additionally, both residential buildings were part of a LEED development, where Horizon has implemented and documented numerous points for the certification, including construction waste recycling, indoor air quality requirements, geothermal heating systems, advanced insulation systems, and stringent air infiltration standards. Furthermore, the project is located on a tight, urban site. Horizon exceeded the 25% benchmark for minority involvement in the project and achieved 42% participation and 15% Section 3 (residency) participation. The project was delivered within the timeframe required for occupancy.
